How to Decode a CSS Essay Topic
Decoding the topic: Topic types, operative words, the core-issue drill, and how to choose your topic in the hall.
By the end of this module you can
- Underline the operative words in any topic
- Classify a topic into one of four types
- Rewrite a topic as one answerable question
The 2017 report said many candidates "could not identify the core issue" in the topic they chose. A well-written essay on the wrong question still fails. Before you write a single outline point, run every topic through four steps.
- Underline the operative words: "bigger than", "or", "is", "only", "game changer". These words set the task.
- Name the topic type. Each type asks for a different kind of essay.
- Rewrite it as one question: "Is climate change a greater threat to Pakistan than terrorism, and why?"
- Write what you will not cover: textbook definitions, history lessons and lists of facts that don't answer that question.
- Comparative judgement: weigh two things and give a verdict.
- Policy or issue: a real-world issue with a choice in it. Facts serve the judgement.
- Abstract or philosophical: a claim about ideas. Test it: in what sense is it true, for whom, and where does it fail?
- Quote-based: interpret the quote, then argue with it. The author's biography is not the essay.

Core issue: Which of the two poses the greater long-term threat to Pakistan, and on what measure?
"Bigger than" is the operative phrase. Decide the measure first (lives, economy, state capacity, time horizon), then judge both on it.
CPEC: game changer or debt trap?

Type: Policy or issue
Core issue: Do CPEC's economic gains outweigh its fiscal and strategic risks for Pakistan, and under what conditions?
The "or" sets up a choice, and the best answers often reject the binary: CPEC can be either, depending on governance, project selection and repayment terms.
Knowledge is power.

Type: Abstract or philosophical
Core issue: In what sense does knowledge become power, for whom, and when does it fail to?
Abstract topics reward testing the claim. Knowledge without access, institutions or freedom to act on it is not power.
"Democracy is the worst form of government, except for all the others."

Type: Quote-based
Core issue: Do democracy's flaws outweigh the failures of the alternatives, judged against Pakistan's experience?
Interpret first: the line concedes democracy's flaws and defends it by comparison. Then argue with it.
Population: Pakistan's asset or liability?

Core issue: What turns a large population into an asset rather than a burden, and is Pakistan doing it?
The answer is conditional: a young population is a dividend only with education, jobs and women in work. Say whether those conditions exist.
Education without values is a dangerous thing.

Core issue: Can knowledge without a moral framework do more harm than ignorance, and what values must education carry?
Test the word "dangerous": show how skill without ethics is misused, then define which values you mean.
